LICENSED EDUCATIONAL PSYCHOLOGIST AND READING SPECIALIST IN DAVIS
Successful Learning is Not One-Size-Fits-All
Neurodiversity affirming evaluations, counseling, and tutoring for children navigating anxiety, ADHD, autism, and learning disabilities. Based in Davis, California.

Feeling Overwhelmed & Unsure?
You have probably already tried a few things, like more practice at home, a conversation with the teacher, or waiting to see if it improves on its own. Something is still getting in the way, and it is hard to tell what.
It often shows up like this:
- Their teacher said your child is “behind,” but no one explained why or what to do about it.
- Homework is a battle every single night, and you are tired of being the bad guy.
- Your child has started saying things like “I can’t read that, it’s too many words” or “someone else has to write for me.”
- School mornings come with stomachaches, tears, or a kid who does not want to get out of the car.
- They come home defeated, and you are watching their confidence shrink.
- You have a recent ADHD or autism diagnosis in hand, and no idea what comes next.
- You are asking yourself, is this normal, or is this something more?
This is all more common than you might think.
We see and support these challenges daily.

Answers &
Action Steps
An evaluation gives you a clear picture of how your child learns, where their strengths are, and what stands in the way of school feeling doable. When a diagnosis applies, you will have it, along with specific, practical recommendations you can bring to a teacher, an IEP meeting, or the dinner table.
You can stop guessing and start acting, with strategies and a plan built for your child instead of a generic list. If they need ongoing support after that, counseling, tutoring, and social skills groups are already here, so you are not starting over with someone new.
Two Kinds of Expertise, One Goal
Breakthrough Education Support is a small, Davis based practice built around one idea: every child is different, and their support should be too, not a generic plan pulled off a shelf.
Rowan brings the evaluation and counseling expertise, and Sarah brings decades of experience in hands on literacy and math instruction. Together, they’ll uncover what’s getting in the way of learning and help build the skills to move forward.

Rowan Foley
Licensed Educational Psychologist (LEP #4295)
Rowan is a former district school psychologist with specialized training in ADHD, autism, dyslexia, and anxiety, and additional certification in play therapy. Her approach is neurodiversity affirming and evidence based. She focuses less on why a child can’t, and more on how they can, through evaluations, counseling, and recommendations you can use right away.
Sarah Foley
Credentialed Teacher / Tutor / Reading Specialist
If your child is struggling to keep up in reading or math, Sarah brings 20 years of classroom experience to close that gap. She is trained in Orton Gillingham based programs, including Wilson Reading System and Lindamood Bell, and has a gift for finding exactly where a student is getting stuck and building the skills to get them unstuck.

Frequently Asked Questions
What is the difference between an evaluation and ongoing support like counseling or tutoring?
An evaluation gives you a roadmap: a diagnosis where applicable, a clear picture of what your child is experiencing, and the targeted strategies that will actually help. Counseling, tutoring, and social skills groups are ongoing support that build on that roadmap, helping your child build real skills over time.
What’s the difference between a private evaluation and one done by the school district?
A school district evaluation determines whether your child qualifies for special education services under specific criteria related to schools. A private evaluation looks at the full picture of how your child learns, not just whether they meet a threshold, and can include diagnoses and recommendations districts aren’t set up to provide.
Do I need a referral to work with Breakthrough?
No referral is needed. You can reach out directly to schedule a free consultation, whether a teacher, doctor, or your own instinct is what brought you here.
What age does Breakthrough work with?
We work with children as young as four, through school age, and beyond. This includes college students and adults seeking accommodations for exams like the SAT, ACT, GRE, or LSAT.
Do you accept insurance?
Breakthrough Education Support is a private pay practice. Psychoeducational evaluations for learning challenges are generally not covered by insurance, since they are considered educational rather than medical. We do provide a superbill you can submit to your insurance for possible reimbursement.
What areas do you serve?
We’re based in Davis, and we love being part of this community. Families throughout Yolo, Solano, and Sacramento counties work with us, including those in Dixon, Woodland, West Sacramento, and the El Macero neighborhood. Wherever you’re coming from, we’d love to help.
How do I know which service is right for my child?
You don’t have to figure that out on your own. Start with a free consultation, and we’ll talk through what’s going on and recommend the service that will make the biggest impact, whether that’s an evaluation, counseling, tutoring, or something else.
Is Breakthrough neurodiversity affirming?
Yes. Rowan is a neurodiversity affirming practitioner with experience working with neurodivergent clients of all ages. She is certified in AutPlay, a neurodiversity affirming play therapy approach, and brings that same lens to every evaluation, counseling session, and support service we offer.
What is a Licensed Educational Psychologist (LEP)?
An LEP is a licensed professional trained to evaluate and diagnose learning, cognitive, and developmental differences in children, including ADHD, autism, dyslexia, and other learning disabilities. Rowan holds this license (LEP #4295), along with an NCSP certification.
